JOB DESCRIPTION

The Center is seeking a Digital Services Analyst to support its work in improving the benefits delivery system for programs including Medicaid, SNAP, and WIC. This is a unique opportunity to influence service delivery and design from within an influential research and policy organization. The position will support and enhance the Center’s work promoting federal and state policies to help eligible people enroll and stay enrolled in these programs. The position will view these eligibility and enrollment issues through a technology lens, focusing on policy, funding, and implementation issues related to customer experience and service delivery. The Digital Services Analyst will work closely with the Center’s Health and Food Assistance teams, which work at both the state and federal level to strengthen health coverage and access to food assistance for people with low incomes. Our work includes analyzing proposed changes in government policies and operations, promoting effective approaches to providing health coverage and other benefits to families and individuals with low incomes, providing technical assistance to federal and state policymakers, and conducting research on the implications of policy choices. We collaborate with federal, state, and local agencies, and other federal and state nonprofit advocacy organizations.

Responsibilities

  • Provide technical assistance and strategic guidance to state and federal policymakers and advocacy organizations to identify obstacles to the delivery of Medicaid, SNAP, and WIC. Develop and advance recommendations to use technology to improve customer experience and maximize enrollment of eligible people.
  • Partner with state/county agencies administering these programs to identify areas of opportunity, share best practices from other states, and identify issues that can be addressed by the federal agencies overseeing the programs.
  • Work to more effectively implement user-centered technical solutions including changes to policy, funding, procurement and contracting practices, and implementation approaches.
  • Develop and deliver training on technology and public benefits focused on an audience of policy experts in state/local governments and advocacy organizations.
  • Author and contribute to materials on delivery issues including blogs, guidance documents, memos, and policy papers.
  • Consult with application assisters, state eligibility staff, policy experts, academics, and practitioners to help inform the team’s policy priorities and advance its policy goals.

Qualifications

  • A bachelor’s degree in a relevant field such as Computer Science or Public Policy.
  • At least four years of experience in program administration, information systems, food assistance policy, or health policy. A graduate degree in a relevant field may be substituted for two years of work experience.
  • Demonstrated experience with modern technology development, processes, and systems.
  • Excellent communication and writing skills, including the ability to communicate complex technical issues to a range of non-technical audiences including policymakers, advocates, and the media, and to synthesize information into clear, effective arguments.
  • Strong organizational skills, the ability to work independently, and the ability to stay on track and meet deadlines for multiple assignments.
  • Ability to undertake some travel.
  • A desire to develop or deepen your understanding of federal policy and racial equity, particularly institutional and structural racism, and its impact on racial and economic disparity.
  • A commitment to the Center’s mission to improve the well-being of low-income people and advance equity, including by reducing racial and economic health disparities.

While not required, the following additional qualifications are desirable:

  • Knowledge of eligibility and enrollment systems, such as experience procuring or working with vendors, technical knowledge of system processes and interactions, or product development/management experience.
  • Understanding of user research and human-centered design best practices.
  • Experience working closely with, or for, a government agency.
  • Understanding barriers that people with low incomes face when applying for public benefits.
  • Knowledge of Medicaid, SNAP, and/or WIC eligibility policy, processes, or systems.
  • Understanding or experience writing plain language documentation.

For candidates in the Washington, D.C. metro area, the Center will be operating on a hybrid work schedule that includes at least two days per week in person at our D.C. office. The Center is also open to fully remote work for candidates living outside of the Washington, D.C. metro area.

This position reports to the Director of Medicaid Eligibility and Enrollment.
